Business Incubation & Women Entrepreneurship Center
Introduction
The Business Incubation & Women Entrepreneurship Center (BIWEC) at Government Sadiq College Women University (GSCWU), Bahawalpur, represents a transformative institutional framework engineered to channel South Punjab’s robust agricultural, industrial, and highly specialized artisanal handicraft base into scalable, women-led commercial enterprises. Originally established in June 2025 as the Women Entrepreneurship Center (WEC) and subsequently upgraded to a full Business Incubation Center (BIC) in November 2025, BIWEC integrates academic excellence with grassroots economic enablement. By serving students, faculty, alumnae, and the regional female business community, BIWEC mitigates the structurally high early failure rate of startups through comprehensive capacity building and strategy modernization.
The Business Incubation & Women entrepreneurship Centre (BIWEC) at Govt. Sadiq College Women University (GSCWU) Bahawalpur will offers venue for the pioneering business ideas of the faculty, students, alumnus and from local education & business community. BIWEC will be proved as tool for entrepreneurship development, which enables establishing new enterprises, creating new jobs, as well as developing new business ideas and technologies. It will provide business assistance to established new business including registration, etc., formulation of business strategies, capacity building of existing businesses, engaging competitors for brand development, supporting venture capitalist, bridging stakeholders in business valuation, market & business insights, governance, counselling and funding opportunities to young women entrepreneurs.

Objectives of the BIC
The key objectives are as enumerated below:
- To nurture entrepreneurial atmosphere by supporting students, faculty, alumnus and existing business in their pursuit of entrepreneurial ideas.
- To Support the promising start-ups during initial period when they are most susceptible.
- To offer resources (mentorship, equipment, etc.) as measured viable on case to case basis.
- To establish academia-industry linkages to evolve mutually beneficial solutions.

Prof. Dr. Amna Noor
Prof. Dr. Amna Noor serves as the Director of the Business Incubation Center (BIC), bringing a wealth of academic rigor and leadership to the role. She holds a PhD with a specialization in Finance from Glasgow, reflecting extensive expertise in corporate strategy and financial systems. Under her guidance, the center fosters entrepreneurial growth and drives strategic innovation across academic and research initiatives.

Dr. Rabia Anwar serves as Deputy Director of Startup Support, leveraging her PhD in Human Resource Management from The Islamia University of Bahawalpur and extensive experience teaching entrepreneurship across all university departments to mentor aspiring founders.

Dr. Mahwish Shahid completes the leadership team as Deputy Director of Administration and Finance, utilizing her doctorate in Human Resource Management from The Islamia University of Bahawalpur to streamline operational management and institutional growth.
